Inside the download is the awfully messy .PSD of the tag. Hopefully you can work out what each layer is. Just hide/unhide it. The only stocks used were about 3 C4Ds which you can't really see. A stock car and a texture for the bg and I think for the road... The cracks, fire and bg shapes are mainly done by 'hand'.
